Over 2,500 Americans are arrested abroad annually. More than 30% of these arrests are drug related. Over 70% of drug related arrests involve marijuana or cocaine.

      Maybe their culture is such that they don't care what you do, since their citizens are doing it all anyway. I'm a little surprised that someplace like Istanbul isn't on the list. Maybe not quite as many travelers.

    Not much of a surprise in any of them. Mexico is so close that most tourists go there and London is one of the few cities in the world, outside of the US, that I believe a majority of Americans would be comfortable spending a large amount of time in.

      Of course, if you are arrested in a foreign country you are read your rights, have habeas corpus, and are presumed innocent until proven guilty, can't be forced to testify against yourself, and have the right to legal counsel.
